Paul J. McGinley, P.L.S.
Mr. McGinley has worked in the surveying profession since 1967, almost 45 years, with some interruptions for his undergraduate degree and some years of graduate training. Since 1983 he has been in responsible charge of over a hundred surveys a year as a licensed professional surveyor and since 1991 at Loucks Associates. During those years he has conducted all types of surveys and surveying consulting, such as: ALTA Land Title Surveys; boundary and topographic surveys; as-built locations; aerial photo and GIS control and data collection; land subdivisions, Registered Land Surveys and hundreds of condominiums since their inception in the 1970’s; testimony in property registration hearings and as an expert witness in real estate trials. He has taught numerous seminars to attorneys, paralegals and title company personnel on the proper drafting of descriptions and the pitfalls of poorly drafted descriptions. Mr. McGinley has also served as an instructor in construction surveying at Inver Hills Community College and has taught numerous seminars, that are accredited for CEU’s, to real estate, legal and architectural professionals.
Notable Project Experience
Beacon Bluff Redevelopment - St. Paul, MN. Mr. McGinley had primary responsibility for all title analysis and drafting all metes and bounds legal descriptions for this 46 acre brownfield redevelopment project. After months of analysis and final establishment of the boundaries of all the parcels Mr. McGinley supervised the collection of all topographic information necessary for the eventual clean-up and redevelopment of this project. His responsibility then shifted to coordinating with the attorneys on the project for the cleanup of dozens of title issues, vacating streets and easements and then directing the platting of various areas into new commercial parcels for sale.
Southport Barge Terminal Enhancement - St. Paul, MN. Mr. McGinley examined the 70 year history of boundary and title establishment at the St. Paul Port Authority’s south barge terminal below Holman Field. Interpretation of title documents and drafting legal descriptions to assist Port Authority attorneys and the Ramsey County Examiner of Titles in their correction of title defects and boundary issues.
Phalen Corridor - St. Paul, MN The Phalen Corridor was, and is, one of the major inner-city redevelopment and brownfield reclamation projects in the country. It involved about $600 million in public and private funding and included a 2.5 mile industrial/commercial boulevard; a $6.5 million bridge over one of the busiest railroad intersections in the Twin Cities; a 40 acre business park; and numerous other redevelopment sites along its length. Mr. McGinley initially oversaw the surveying and title analysis for the easement acquisitions necessary for the Westminster Junction Bridge. That was followed by many title insurance surveys, property splits, existing conditions maps and eventual platting of the 40-acre business park. Solving the history of the railroad rights in the corridor required Mr. McGinley to do extensive research in the state Historical Society archives and district court records. Loucks Associates also performed extensive construction surveying tasks. These were related to the remediation of hazardous materials and soils. As remediation proceeded Loucks’ Hazwoper trained survey crews were called in to delineate cleanup areas for shape, contour, depth and type or level of contamination removed. These hundreds of location shots were compiled into two-dimensional drawings in order to permanently document the locations and depths of the contamination removed. The final stages of the project related to the surveying and title review for the acquisition of easements and parcels for the 2.5 miles of industrial boulevard. Mr. McGinley oversaw the review of hundreds of parcel title descriptions, license agreements, easements, historic railroad maps from a number of railroads, dozens of utility records, some dating to the 1800’s, recorded plats and numerous historic surveying records. His final involvement was to draft all descriptions and exhibit for the final right-of-way easements for Phalen Boulevard.
Koch-Mobil/Victoria Park Development — St. Paul, MN Loucks Associates provided acquisition surveys, title surveys, planning maps and land subdivisions for this 60-acre urban redevelopment of former petroleum tank farms into housing, institutions and parks.
Wabasha St. Bridge City of St. Paul Real Estate and Bridge Departments — St. Paul, MN Loucks Associates completed a survey of the alignment and parcel acquisitions for the new Wabasha Street Bridge over the Mississippi River in downtown St. Paul. Historic research into railroad ownership succession was necessary to trace which railroads controlled which land under the bridge. Loucks Associates coordinated these efforts with the City Real Estate Department, City bridge design personnel and the land owners.
West River Parkway — Minneapolis, MN Loucks Associates provided planning, engineering, land surveying and archaeological research at this historic site for the completion of a section of West River Parkway, walkway and biking paths. We provide land surveying services including topography location, centerline alignments, title insurance surveys subdivision platting and boundary surveys.
Inver Hills Community College — Inver Grove, MN Paul McGinley performed the following for the student housing complex: street layout and construction staking, platting, building layout and staking, parking lot design and elevation design. The Loucks team also provided construction staking for new buildings.
