also awarded: The Peoples Choice Awards of ACEC 2012 for Engineering Excellence Award Competition.  Beacon Bluff is the largest development and revitalization effort in 30 years for the Saint Paul Port Authority. The 61-acre site was home the 3M Company for decades as their corporate headquarters and manufacturing operations. The Saint Paul Port Authority, with considerable community input, adopted "Development Principles" to guide the redevelopment process. The project required innovative engineering to accomplish the owner's requirement for 'green' remediation of the environmental contaminants within the site soils. The project team designed and implemented the "next-generation" stormwater management system, which treats previously untreated stormwater from the water recharge and water quality impacts. Beacon Bluff will bring jobs and economic prosperity to Saint Paul's east side.

MnSPE is the Minnesota Society of Professional Engineers, the only association in Minnesota dedicated to serving licensed Professional Engineers and those on the licensure track. This year at the “Minnesota Society of Professional Surveyors - 2011 Annual Meeting” we had two winning entries in the Map Contest. The Subdivision Plat category was won by Terri Bosley and the Boundary/Topographic Survey category was won by Sharon Morin.
Rory L. Synstelien becomes a Certified Federal Surveyor| 10.26.10
Rory L. Synstelien, Land surveyor has obtained his Federal Certification for Land Surveying. Rory is one of approximately 29 Professional Land Surveyors in Minnesota to graduate from the Certified Federal Surveyors Program (CFedS). The program is an extensive federal training program designed for Professional Land Surveyors to assist the Department of the Interior's Bureau of Land Management Increase the pool of qualified surveyors to perform work on or near federal interest lands. As well as ensure such surveys comply with regulations and policies set forth by the Bureau of Land Management. The Program was approved by the Secretary of the Interior in 2004 and Co-administered by the Department of the Interior's Bureau of Land Management and the American Congress on Surveying and Mapping (ACSM).
The United States government has direct ownership of almost 650 million acres of land – nearly 30% of its total territory. These federal lands are used as military bases or testing grounds, nature parks and reserves and Indian reservations, or are leased to the private sector for commercial exploitation (e.g. forestry, mining, agriculture). They are managed by different administrations, such as the Bureau of Land Management, the US Forest Service, the US Fish and Wildlife Service, the National Park Service, the Bureau of Indian Affairs, the US Department of Defense, the US Army Corps of Engineers, or the US Bureau of Reclamation
The CFedS program is a voluntary program to train and certify professional licensed surveyors to perform boundary surveys and related cadastral services to basic federal surveying standards. These federal agencies are encouraged to select surveyors from the CFedS Roster when contracting for boundary surveys or other cadastral services. This program is designed to provide more avenues for accomplishing cadastral services for these restricted fee lands.

The National Society of Professional Engineers has named Jeffrey Shopek, PE, F.NSPE to its 2010 class of Fellow Members. The Fellow membership grade honors those active NSPE members who have demonstrated exemplary service to the profession, the Society and the community.
"The 2010 class of NSPE Fellows exemplifies the attributes for which the Fellow recognition program was initially conceived,” said Monte Phillips, P.E., Ph.D., F.NSPE, the chairman of the executive committee of the Council of Fellows. "Achieving NSPE Fellow status is an honor reserved for only a select few NSPE members who have demonstrated truly outstanding service to the engineering community. As chair of the Council of Fellows, it is my honor and privilege to be associated with such an outstanding group.”
NSPE launched its Fellow Recognition Program in 2001 and has named over 400 of its members as Fellows. Shopek is a member of NSPE and its state counterpart, the Minnesota Society of Professional Engineers. The 2010 Minnesota Construction Association (MCA) Scholarship Golf Tournament will be held at Majestic Oaks Golf Club on June 3. Golfers and sponsors include representatives from all aspects of the construction industry. As the 2009 tournament proved, this event is a fun day on the course and provides scholarships for students in a construction-related field.

Gillette Children's expands their St. Paul campus | 11.17.09
Loucks Associates provided surveying, civil engineering and landscape architecture services to BWBR Architects for the design of the Gillette Children’s Ambulatory Care Center and Skyway in St. Paul, Minnesota. Mike St. Martin (Civil Engineer) notes that project is unique because the entire back side of the three story building is built into a seventy foot tall wooded bluff which presented significant earth retention challenges. The landscape, designed by Paul Kangas (Landscape Architect), will compliment the unique building design and enhance the surrounding outdated streetscape. Loucks Associates also worked closely with McGough Construction in securing FAA, Watershed and MPCA permits in a short four month time span. Children's Hospital grand opening | 6.24.09
Nick Mannel (Civil Engineer), Richard L. Licht (Land Surveyor) and Tom Gregory (Civil technician) helped Children's Hospital (Minneapolis) celebrate the completion of the first phase of the largest expansion in the hospitals history. A speech was given by Mayor R.T. Rybak. Loucks Associates performed the civil engineering and the land surveying services for this development.

Richard L. Licht (Land Surveyor) and Rory Synstelien (Land Surveyor) attended the Hilton Garden Inn (Minneapolis Downtown) Grand Opening Garden Party. The event began with a ceremonial ribbon cutting followed by speeches by Lisa Goodman, Council Member; Melvin Tenant, President & CEO of Meet Minneapolis; Mark Globus; Brett Hildreth; Scott Hoffman, Global One Commercial; Steven Schwartz, CEO of First Hospitality Group. The event ended with a “butterfly release” where the guest simultaneously opened little boxes and let go hundreds of butterflies into the air. Loucks Associates performed the land surveying services for this development.

Tom Loucks Retires | 10.20.08
Loucks Associates announced the retirement of company founder Thomas Loucks effective December 20, 2008. Additionally, Jeffrey Shopek, Principal Civil Engineer, was promoted to President. Paul McGinley, Principal Surveyor, has been promoted to Vice President.
Tom Loucks has been the President of Loucks Associates for many years, overseeing the company’s planning discipline. He has provided expert witness testimony in numerous eminent domain cases throughout the years. Additionally, Loucks has assisted several municipalities in developing comprehensive land-use plans.
Tom Loucks founded Loucks Associates in 1976.
