Michael J. St. Martin, P.E.
Mr. St. Martin has more than 18 years of experience and is widely
versed in civil engineering, site development, governmental approvals and
construction management. His detailed
design expertise includes grading, earthwork, environmental studies, sanitary
sewer, watermain, hydrology, conveyance systems, construction plan preparation
and LEED considerations. Mike’s role
includes site reconnaissance, investigation for soil conditions, drainage
patterns, street access, project compatibility, potential pollution and
analysis of constructability. Mike is
experienced in coordinating project design and approvals with city, county and
state representatives; other consulting engineers; architects; planners and
other governing agencies. He is especially adept in team based design/build
projects, that are focused on meeting the client’s needs with a high level of
service and creativity.
Notable Project Experience
Boston Scientific/SciMed Corporate Campus - Maple Grove, MN
Working with a team including the owner, governmental agencies, contractor, and numerous design consultants, Loucks Associates designed and constructed the fi rst, second, and third phases of an 850,000 square foot corporate business campus on an 80-acre site. We were responsible for EAW preparation, grading design, recreational trail design, utility design, preparation of a wetland enhancement and mitigation plan, and parking /circulation design. Of special concern was the preservation of an old growth forest and Native American prehistoric habitation sites.
City Bella - Richfield, MN
Th e project includes an 18-story building with 250 apartment units, a two-story office/retail building, 60 surface parking spaces, and an urban plaza all constructed over an underground parking garage; and a three-story, 34 unit, apartment building with 60 surface and underground parking spaces. Loucks Associates provided land use analysis, site engineering and design environmental assessment worksheet (EAW), Phase I environmental site assessment (ESA) for a redevelopment consisting of 332 apartments, 47,700 square feet of offi ce/retail and underground parking in three separate buildings.
St. Joseph's Hospital - St. Paul, MN
Loucks Associates completed exterior design for the construction of a five-story hospital addition spanning a public street and a new multi-level parking ramp adjacent to this urban hospital facility. Th e project faced numerous challenges including limited access and working around the urban infrastructure. Our work included landscape architecture and civil engineering, including sub-surface storm water management and retrofitting connections to existing deep sewer tunnels.
Gateway Village - St. Paul, MN
Gateway Village was a key project to bring 500-plus units of housing to St. Paul by razing 42 blighted single-family homes and reconstructing the streets and utilities in a four-block area. We coordinated with the City and Mn/DOT to resolve underlying land issues, vacations, platting, permitting and construction.
St. Jude Medical - Little Canada, MN
Loucks Associates provides services for a major expansion to an existing campus in Little Canada. Signifi cant topography and existing vegetation were challenges when locating the building. Th e project is also seeking LEED Certifi cation, so minimizing disruption to the natural environment is a key element of our design work. The project includes innovative storm water management and uses captured rainwater for all irrigation needs.
